Eldon Y. Li

Eldon Y. Li is Professor and Dean of College of Informatics at the Yuan Ze University, Taiwan. He is a senior professor of MIS and on leave from the Orfalea College of Business, California Polytechnic State University, San Luis Obispo, California, U.S.A. He joined Cal Poly in January 1982 and served as the Coordinator of MIS Program during 1986-1989 and 2001-2003. He was the Professor and Founding Director of the Graduate Institute of Information Management at the National Chung Cheng University in Chia-Yi, Taiwan during 1994-1996 and a visiting scholar of The Chinese University of Hong Kong during 1999-2000. He holds a bachelor degree in international trade from National Chengchi University in Taiwan and M.S. and Ph.D. degrees from Texas Tech University. He received five first-prize "Best Paper" awards: two from Quality Assurance Institute's refereed journal, one from Sun Yat-Sen Management Reviews, one from Information & Education, and one from an international conference. In addition, he received the prestigious "Most-Outstanding 1995 Research Award" from the National Science Council of R.O.C., Taipei, Taiwan; the "Presidential Award for Outstanding Services and Contributions" from the National Chung Cheng University in 1996; and the prestigious Second Y.Z. Hsu Outstanding Professor Award (Science, Technology, and Humanity Category) from the Far Eastern Y.Z. Hsu Science and Technology Memorial Foundation, Taiwan, December 31, 2003.

Dr. Li is a Certified Data Educator (CDE) and is also certified in Production and Inventory Management (CPIM) by APICS. He was a management consultant to the clientele of the U.S. Small Business Administration, a software quality specialist of Information Services Division at Bechtel Corporation, a visiting software scientist at IBM Corporation, and a software productivity consultant at Software Industry Productivity Task Force, Bureau of Industry, Ministry of Economic Affairs, Taipei, Taiwan, R.O.C. He has published over 100 papers in the areas of human factors in information technology (IT), strategic IT planning, software engineering, quality assurance, information management, and business management. His papers have appeared in Communications of the ACM, Information & Management, Information Resources Management Journal, Journal of Computer Information Systems, Journal of Management Information Systems, Journal of Marketing Theory and Practice, Journal of Quality Assurance Institute, Journal of Systems Management, Quality Data Processing, among others. He was the WDSI 2001 Conference Chair and 2002 President for the Western Decision Sciences Institute (WDSI); the Secretary General for the Asia Pacific Decision Sciences Institute, 2001-2003; the Editor-in-Chief for the Communications of the ICISA (U.S.A.); an editorial board member of Quarterly Journal of Electronic Commerce (publication ceased in 2003); the President of the International Chinese Information Systems Association (ICISA); a Guest Editor for Decision Support Systems (U.S.A.), International Journal of Mobile Communications (Geneva), International Journal of Service Industry Management (U.K.), Journal of Global Information Management (U.S.A.), Quarterly Journal of Electronic Commerce (U.S.A.), Total Quality Management (U.K.). He is the Founding Editor-in-Chief for the International Journal of Electronic Business (Geneva), the International Journal of Information Policy, Law, and Security (Geneva), the International Journal of Internet and Enterprise Management (Geneva), and the International Journal of Internet Marketing and Advertising (Geneva). He currently serves as a Guest Editor of the Decision Support Systems and the Journal of Global Information Management; the senior editor for a book series, Advances in Electronic Business, published by Idea Group Publisher (U.S.A.); as a member of the editorial board for Information & Management (Netherlands), Journal of Quality Assurance Institute (U.S.A.), International Journal of Management Theory and Practice (U.S.A.), and Journal of Information Management (Taiwan); as the Founding Executive Director of the International Consortium for Electronic Business (ICEB).
